Conference of directors and experts of better regulation in the EU

The conference was held on 23–24 January, and some 80 experts and leaders from EU Member States and institutions, the Organisation for Economic Co-operation and Development (OECD), academia and business organisations gathered to discuss how to enhance competitiveness and growth through improved legislative processes.

The Swedish Presidency of the Council of the European Union arranged the conference together with the Board of Swedish Industry and Commerce for Better Regulation (NNR) and Tillväxtverket (the Swedish Agency for Economic and Regional Growth).

Sara Modig, State Secretary to Minister for Energy, Business and Industry Ebba Busch opened the conference by emphasising that competitiveness is one of the priorities of the Swedish Presidency and that it is a field where it is particularly evident that better regulations can contribute in a positive way:

“In order to maintain its competitiveness in the long term, the EU needs regulations that promote growth and productivity and which do no not place unnecessary burdens on citizens and businesses.”

Improved regulations that strengthen competitiveness and growth

The overall theme of the conference was how to promote competitiveness and growth through improved legislative processes. For example, the participants discussed the role of improved regulations in the context of EU competitiveness, the growing need for more systematic evaluations carried out retroactively, and how the costs and limitations caused by regulations can be monitored and reduced, the pace and volume of regulatory work at EU level and the incentives needed to ensure improved regulations.

Directors and Experts of Better Regulation (DEBR) is a network consisting of officials from various EU Member states and international organisations, with responsibility for issues regarding improving regulations. DEBR meets regularly to discuss these issues and exchange experiences with the aim of developing the process of improving regulations in the EU.
